Fake cat converter

Have a fake cat converter I don't need anymore. It's a straight pipe with a converter shell welded over it. 3" on one end, 4 bolt flange on y-pipe end. 15" long overall.

are there any states that still require emissions for a car this old these days?

Not sure for emissions, but IL will write you a ticket if you don't have the proper equipment. I would imagine other states are similar?
