As I was replacing all my leaky vacuum hoses while pressurizing the intake with air, I noticed that there were soap bubbles forming around the adjustment screw and on the fitting of the FP regulator. Is this normal? Would this cause issues while under boost?

I am curious as mine did the same thing.
Mine too, but I fixed it with a metal washer that has a rubber gasket glued to one side, got it at Home Depot.

Yup normal and probably negligible.
Would there be any benefit to replacing the FP regulator?
Right between the fuel pressure regulator and the lock nut on the adjustment screw, it replaces the nylon washer. The nice thing about this washer is that it is slightly cupped, so when installed it creates a nice seal. The only down side is you need to replace it every year or when you start to see the rubber starting to crack do to the under hood temps.

Ive had to replace the the oring washer as well.
