fuel pressure

what should my fuel pressure be? i have a te44,009,stock regulator. im running 14lbs boost im having wot problems. at half throttle pulls strong then at wot boggs down and will not rev over 4000rpm. i hookd up a fp guage and observed while driving.43 with vac off 38 with vac on. at wot fp gauge bounces around 55. would getting an adjustable regulator solve this problem?

With that combo I would definetly go with a adjustable fuel pressure reg. Fuel pressure should be set at static around 45lbs to start off with.
