If you want to have consistent fueling for high hp with a chip you should always request the value in blm 15 be locked. This way you can go to a richer or leaner chip (or remove fuel) and still have the same known baseline.

Note the date at the bottom, 1996. This is from Tom's Thrasher web site, back then. The info on the stock behavior is all still valid but I think it should be pointed out that aftermarket ecu's have come a long way in 18 years as far as flexibility and self-learning (doesn't seem possible that that much time has passed, sigh).
