New TE44 turbo install. Fluttering at 12 psi, why?

Already have one in. After adding Alky, the surging came back. I think I'm going to try an intake resonator next.

I'm sorry, I thought you were only running 12psi. You're saying it just happens at 12psi. Nothing you can do. The alky just makes the charge too dense/turbo too efficient for the engine to eat the charge. Drive above or below 12psi.

The engine can't eat it if the throttle isn't open. A properly configured blow off valve can be help

How would you plumb a BOV ?
I assume it would have to be before the alcohol injection point !

Yes. Getting the spring tension correct for the cross-section of the valve is a little tricky but can be done
