Oil Pump Frozen

What extreme measure will cause an oil pump to freeze? My mechanic, who is an oldtimer, told me that he had not seen one for ages.

Frozen cam sensor?

Cam or valve train problems?

Has the pump recently been rebuilt??? Clearances might be too tight...
