Only one spring in 85 GN tranny?

Why do other 200-4R trannies have 2 springs and GN trannies only have one? I took my governor out thinking the spring had popped off but it still had one on it. When I took another tranny apart the other day it had 2 springs. Why is this?

Spring

I have 2 BQ (85 ) trans and my son has 2 also. On all 4 we removed the spring on the large weight and I believe this allows for a higher rpm part throttle shift. They all 4 work fine. I believe all the BQ had a spring on both weight. Someone probably has already removed it. FYI a stock GN small weight is 14.7 grams and the large weight is 33.6 grams.
