Ummm.
In Buick speak, there are 3 models of the PT61.
1st, there's the PT6131E non ball bearing, rated to support around 600-615 fwhp.
2nd there is the PT6152E which if you look on PTEs website under Buick turbos, this is the PT61. This turbo will support up to 630 fwhp.
3rd there is the PT6131RE, which is the dual ball bearing version of the 6131E.
You can also get all three of these turbos with the larger TO4S compressor cover. Currently, they do not list the 6131 under the Buick turbos list, but they are available. All of them come standard with the .63 A/R housing. The 6152 will make more power and has pushed light weight cars into the 11.00s to 10.90s when maxed out. The 6131 whether it be dual bb or journal bearing will support a car into the low 11's when maxed out. The 6131RE dual bb version will work with a stock torque converter. The journal bearing 6152 will need a 3200 stall converter to spool it up quickly.
