STAGE II HEAD STUD LENGTHS?

I am confused on what stud lengths for the short studs to use where. I have 14 bolts 2.5" long and 6 bolts 2.75" long, but the heads don;t have a 1/4" variation in the mounting hole heights? What am I missing?

I think that they assume the 3 outside (per side) should be shorter and maybe done this way to accommodate the alleged thinner deck of the iron head. Just an assumption

The extra six bolts are not tapped all the way through so they are shorter, but actually I should have 8 middle length bolts then.

I had to cut the outer bolts down. The thread going into the block was too long.
