I think I read somewhere that a TE-64E is the same as a TE-45a only from a different manufacturer with a different name but I am not sure. I think the TE-45a's came from Limit Engineering/John Craig and PTE had a version of the same turbo but they used a different name and I think it was either TE-63E or TE-64E. Thanks for the help.

The TE-45a is more like a TE-66 turbo in size.

te45-a is a 66 mm
te45 is a 63mm
t64-e is a 64mm

all use a to4b p trim exhaust wheel

T64E used a 66mm inducer compressor wheel, with a P-trim turbine wheel. It had a E compressor cover and came standard with .63 A/R Precision turbine housing. It was rated to support 700 flywheel hp when maxed out.
