trans won't shift

Hi, just got my GN back together, take it down the road and it
won't shift out of 1st. When I put a new art carr pan on it I
noticed it had no govenor in the tranny, so I assume it has a
manual shift body? I run about 20 mph shifting back and forth
between OD and low thinking maybe a valve is stuck, no luck there, I put more slack in tv cable that didn;t help either, any and all suggestion will be welcome.

I had a guy tonight tell me that if my tranny has not got a govenor
in it there's no way it will shift, with a manual shift body, or not.
does any one know if this is true or not ?
