I have had cars to work on with BL issues that i've spent 15 hours chasing, and I've had cars that under 10 minutes..the issue has been resolved. The BL issue is the computer senses a lean condition.. why?? answer this.. you will have fixed your problem. There is no cut/dry method. All the cars i've ever worked on with the BL issue had good vacuum readings at idle on a vacuum guage. Yet they've all had a leak somewhere. Anything from the MAF to the O2 sensor as it pertains to air/fuel will/can cuase your problem. Including the chip, computer, O2 sensor, egr, leaky hoses, improper PCV, throttle body gaskets, plenum gaskets, intake gaskets, injectors, etc....

Simple ways to cheat, swap chip..make sure its not the chip. Swap in a new AC Delco O2, block off all the vacuum lines on top of the throttle body, if its a vacuum leak on one of the hoses, the BL will drop to like 115-120. If it stays high at 150 when you do this.. look elsewhere. Only use AC Delco parts or you'll be sorry. And reset the computer everytime you change something.. then let it relearn.

Swapping MAF's from a good donor also works well. Eliminate the simple, then get complicated one step at a time.
 
well, i put gasket on the vacuum block, helped a little..i saw the bl rise to 143 rather than the 150-160's and it stayed there,it seems like it stays at 128 for about 3 minutes then climbs its way to 143 as the smoke begins to flow.my fp is still at 42 and tps i put at .44, one of the egr vacuum lines was off,i put it back on ,but no changes occured,however i am not sure if i bumped it off when i was tinkering around by the vacuum hoses right before i noticed that or not.

also i just got dotn checking the vacuum right off of the side of the vacuum block, all were at 18 except for the 3rd one in from either side..was 17, so basically all the same, but the small pieces of vacuum line from the side of the block to the vacuum pipes, they all are crap, so tomorrow i will replace them since the parts store was closed.... it would be great if that solved it,but hopefully that at least helps out ,then i plan to test the vacuum at the end of the hoses to see if any other pieces of hose are jacked up somewhere between the block and the end point of the hose.

oh yea, i forgot to mention, for me to check the chip, which one should i put in to check it..because all i have is mag IV,minimag(which i still know nothng about either one of them) and a red armstong 108....i do not have the stock chip, and i dont know how old/good these other chips are.

Bet the check valves are bad on your car. Those are the plastic pieces that prevent boost from going into your egr system. They should only allow air to travel in one direction. There is one by the fuel pressure regulator, and another leading to the cannister. Use GM parts to replace these. Also if the check valve went bad, 99% of the time the EGR solenoid probably got hurt as well, as its not designed to get boost through it.

None of the chips you listed I would whole heartedly trust. The Reds chip will probably be ok for these tests, and should give you the same readings at idle. Fix your idle first.

You probably have a bad turbo seal. That also should be on your next thing to do list. No easy answer on this problem, tho getting a good stock used replacement turbo shouldnt be too much of a problem. Inspect your up-pipe for oil, if it has oil inside.. your IC is probably full as well. Time for major cleaning.

Change your PCV today to an AC delco.. this may also help bring those numbers down.
 
just my 2 cents, on your list of num. at idle i noticed 0 on your iac this should be at least 10 to 20 w/ ac off and 30 to 50 w/ac on. this can be adjusted by turning in the screw on the side of your throttle blade that most people use to adjust rpm's,use your scan master on iac's and turn screw in a qtr. at a time till your iac's come up, then you need to reajust your tps back to .40- .42 at idle and 4.70 at WOT. let me know if this helps.
