Washer Pump. Dead or Alive... and just unplugged?

Yeah, here is the thing... I have had my car on the road for 5-6months... and now due to road spray it is necessary that I have a working washer fluid system. The washer system was removed by the previous owner... at least the fluid-res. was. There is also this randomly disconnected black/orange stripe wire with some electrical tape stuck to the end in the same area...

Could this be the power wire to the pump?

I have done the search on the dead pump issue and its re&re... 14.99 from AutoZone.

The black/orange stripe wire sounds like the underhood light wire.
