Wastegate questions

I'm wondering how to tell if wastegate is operating correctly and if this is the correct setting. The gate seems to move freely and the rod on the actuator also seems to move freely. And how would I check it for bleed off ect.

Yes that looks to be correct. It should be about an 1/8" past the close position. The part number of the w/g will reveal the poundage of the spring unless you have a scale by which to measure the poundage. The stock was ~7#s if I remember correctly and the higher boost w/g ~14#.
To check the w/g you can use a mighty-vac or something similar, to check vacuum/pressure.
