I doubt if anyone has experienced this one, but I thought I'd throw it out there just in case. Every time I adjust the actuator on my car, it fails to build any boost the first few times I stomp on it. Then, slowly the boost starts to work it's way up, and after that, it works fine. The problem occurs when I remove the rod from the waste gate arm, shorten/lengthen the rod and re-attach it. Weird huh?
