Which of the bigger turbos has the best overall power band???

Hey Guys,
Dont know if this question has a direct answer, but here goes. Which of the 67mm or bigger turbos has the best overall powerband? I have read that a Te45a really likes high boost( 26-30) to come alive and performs kinda slouchy below 26 pounds. So if I were to run it at 20-22, it would probably not seem like a good turbo. Is there a turbo that just makes great power at any level? Lets say you havent done your bottom end yet, but were going to. You are only going to buy one turbo. Which one could you buy and run on your stock bottom end and then just turn loose on a properly built and girdled bottom end? Am I making sense? Lets use a 3200 stall lock up for the convertor choice.

For lower boost levels like 20-22 I would stay with the smaller turbo's like the 6152...
 
Whichever one is run with enough valve spring to be able to maximize the compressor wheel in the correct combo. Most examples on here dont even come close to maximizing. The turbos will go a lot further than most take them.

I ran 10.29@133 with a t-netics 66 S which is the same compressor as a 45a in a stock bottom end. I later ran the same turbo on a good engine and went 114mph in the eighth and rolled to 137+ letting off at the 1200" mark .The later was at or under 26psi. I ran the same 9.5" PTC non lock up converter too. Your info is definitely not correlating with my experiences. The second engine had low 10 sec power at 20 psi.
