who makes the best aftermarket tb for our cars?

Who makes the best TB for our cars taking into account still being able to be streetable?
Also what is the best plenum to go with it?

stock ported TB's (57mm) that are ported to 62mm have been low tens and even in the 9's.
$150

But a 70mm with PTE upper and Racin Jason power plate is supposed to be the best as far as flow and air distribution.
