2-3 shift WOT problem

1989 TTA
Tranny is fine in all respects except 2-3 gear WOT shifts. I have adjusted TV cable correctly and when i get the right shift feel in all gear changes the 2-3 will not shift unless i let off gas a little. if i take the cable out (lengthen it) all shifts get soft but third will then shift at WOT.
the trans is an 8 year old rebuild and i have encountered this problem before a few years ago and was able to finally get it tolerable but i guess it has adjusted itself cable or something and it seems i can not correct it this time.
any ideas on what i can do to fix this?

I had the exact same problem with my 87 gn.
This thing would not shift from 2-3 until I I lifted a little and if I immediately went back to WOT it would down shift and go on the rev limiter.

I installed a Transgo shift kit and it hasn't done it since. Not everyone likes them but it sure helped my problem and firmed up my shifts too.:biggrin:

Fixed! it was the throttle valve i replaced it with a .430 Throttle valve and everything acts perfect up & down shifts are crisp and responsive and Shift points have returned to where they are suppose to be.
