I am about to swap out my 64/66 for a HPT 68/70 for my 4.1 stroker, looking for atleast 700rwhp, is it a goog shoice?
Making 590 rwhp today.
 
590whp on a dynojet could be
590/.85 = 694hp crank
(11% dynojet and 4% converter)

You got the dyno graph, what was timing and total boost, 25psi and maybe 18 degrees?

Only 25psi seems off, can you post a picture of your wastegate setup?

Like Spool stated you might need to bail on the 64mm.

Dont now it will only spool to 25 psi.
The first thing that comes to mind is that exhaust pressure is forcing the wastegate puck open. You should be able to find a spring at the local hardware store to increase the pressure forcing your puck closed. Drill a hole in your actuator bracket to attach one end of the spring to then remove the clip on the swing arm and install the other end of the spring in its place.

He's on an external gate , but we don't know if he's using manifold pressure ( I think he is ) or CO2 .
