It is internal just under pan towards the back. 4.. 13mm bolts hold it in.
First ck the for the spring. Chances are it is mangled if it came out. If you should need one, contact us.
As for how to prevent this, we "pin" the govenor with a set screw so it WILL NOT do this again. I would like to explain to you why that high of a shift point is not consistant with this style govenor.
Just drop the pan, filter shouldn't have to be bothered but you can rotate it out of the way if you need to. The gov housing is behind the vb, no need at all to remove the vb. It's really simple and easy.
