I am curious does anyone know who or where I can have a custom hood scoop made? I don't care of what material I just have a specific scoop that I want done.

To start with, we can fabricate a hood scoop to your specs and looks, but I do question why, and where you want to put it?
A scoop on or near the existing hood bulge would really not serve any useful function. The intake air opening or filter is no where near it, so that function is negated.
If you want to cool the engine compartment with air flowing through, I have a simple n0-cost solution.
Just remove the rubber weatherstrip molding at the base of the windshield under the hood. This will provide an exit for cooling air flow which will greatly reduce under hood temps.
I always understood that removing that rubber strip at the hood line was ineffective since its a high pressure area and will cause air to push in.

I can hold my hand there with the car not moving and feel the massive amount of hot air leaving the engine compartment, and I know when the car is in motion then LOTS of hot air is flowing out.

I think the closest thing you could get to what would be a good bases would be a cowl hood. You could cut the angle front out to get you the opening look & then put GNX vents or similar on the side of the cowl.So curious, Brian or Nick, do you think you could make that type of a scoop? Not concerned of what's on the side of the scoop, just the scoop itself and if so what kind of a price are we looking at? Thanks guys for your time, its GREATLY appreciated!
