Diagnostic tools / computer chip programing tools?

I have a 1992 buick regal custom 3800 v6 and I was wondering if there are some sort of diagnostic tools or scanning tools that connect to the computer that maybe tell how the engine is running and misc features?

or if there are computer chip programers that maybe let me change how much gas it uses so it can be more fuel effecient etc etc.

Check with Ken Mosher and see if this engine is covered. I am not sure. It covers vin3s and some others beyond the turbo cars.
