tps is shown as percent 
should be set to just below the idle setting in your program ,
the true tps voltage doesn't matter much but there are tables that are  based of the idle parameter setting of usually 13%    with the  idle% number set to the same or 1 higher  than  tps  so adjust the tps to the idle % setting  is the right method  rather than changing the idle % number 
 connect up and  look at  view> idle functions> idle parameters..  max tps for idle%   should be 13 but it may have been changed  by someone. 
you don't want the tps to be above that setting 
 tps stock is set at .42 using a voltmeter but i'd concentrate more on getting the  iac step count as it should be as if you were on a stock ecm keeping the tps below the idle % setting  and get the iac around 10-20 warm idle  . once the iac is set correctly then tweak the tps up to correlate to the idle % setting
