You can jump the 2 heavy gauge wires on the VATS relay. At that point there is not much else it could be. I believe that the + trigger wire for the relay is connected to the key side starter wire. Then the VATS system puts out a ground to complete trigger circuit.

Thanks anyways I found the problem. Looks like a bad neutral saftey switch. But was a pain in the butt just to trouble shoot it. I also replaced the ignition switch also.
