Sealer removal...

NE1 have a chemical that will soften the sealer that's gobbed on the various places on the cowl, such as the throttle pedal hole, a/c box, speedo cable, etc??? Looks like it was brushed on, ran down the cowl, and got harder than the"back of Superman's head"...Even the air putty knife won't touch it.
Grind it off, the only option??
