Shouler bolts necessary for stock DP-Elbow connection

Was trying to adjust my stock downpipe yesterday (new mounts causing it to hit crossover) and one of the stock shoulder bolts snapped in the elbow. Have another elbow lying around and was wondering if I could just use the spring with a regular M10x1.5 bolt rather than a shoulder bolt?
 
you can get the bolt in the HELP aisle at most auto parts stores

the shoulder is there so the bolt can be torqued so it doesnt back out
you could use another common bolt but you wont be able to torque it so it could back out
