Now why would anyone file a Paypal dispute over an item that was delivered and then later stolen from his premises?

From Paypal:

I sent Steve Monroe a throttle body and plenum for a 1987 Buick Grand National to be machined. He sent it back to me uninsured and it got stolen.
From Buyer: Jeremy Race on 6/21/2007 11:05 PDT
I filed a report with the Riverside Il police department when the shipment was stolen. The report number is 1418 R07-06981. Their phone number is (708) 447-2127 the report was taken by an Officer Ruiz. I have been in contact with the seller through email and he is unwilling to compensate me for my loss. He should be held liable because he did not insure a package that was valued between $300 and $350 dollars when he sent it to me.

Now as Paypal often does, my $200 will be held by them for (per their user agreement) up to 30 days until they review what's transpired as shown above. Then they'll decide the dispute either for the buyer or the seller.
I believe Jeremy won't gain anything here. Only paypal is making out on this deal, in that they get to keep my $200 for up to a month.
