Looks about right to me. The BR calibration has a late minimum throttle 3-4. No matter how you adjust the TV it wont change the shift points much and the 3-4 will always be over 40mph. If you cant deal with this id look for a CZ or KZ vb and the corresponding governor that goes with it.

Looks normal to me. 3-4@35 mph seems a little low.
