Got my TT chip today burned for a stock setup and noticed that it said 17-21 psi on the back. Does this mean my boost will automatically raise to 17 psi even with the stock actuator being used? Sorry if this is a stupid question

No, your boost will not change unless you change it yourself via WG rod, boost controller, etc. What the 17-21psi means is that what the chip was designed to run optimally at WOT. Any less boost and it may be rich, any more boost and you may need to fatten it up with more fuel.

I do bump the wastegate solenoid duty cycle up, so the boost will go up some. However, you never really know where it will end up. The computer has no input for boost, so it can't target a boost level.
You really need an adjustable wastegate actuator to fine tune the boost level for your setup.
