Odd phone calls on cell...illegal?

I've been getting some strage area codes on my cell phone lately - punched eminto google - came back w/ links talking about how they are scams...isnt solicitation ilegal on cells? or did they change that?

From what I've heard they are going to allow telemarketers to call cell phones, gee thanks alot
