Here is what I know:

1) Wiper washer fluid does not spray out of nozzles when the wash paddle (on turn signal lever) is pressed.
2) Wipers do move 5-6 times and then turn off when wash paddle is pressed.
3) hose from washer pump to nozzle jets is clear - blew air through the line and air exits the nozzles.
4) hose from washer fluid tank to pump is clear.
5) no suction from tank hose to fluid pump when washer paddle is pressed.

What is next?

R&R the washer pump!

Is there a link explaining how to do that? Is the problem usually electrical or mechanical or seals??? Maybe there is an electrical problem, because i don't feel any vibration from the pump housing. hard to tell because the wiper motor is operating and the pump is in the same assembly.

Don't know if there is a link or not...I guess you should make sure that the harness e/plug is seated well..There is a tension clip that holds the pump up in the case, easy to do and inexpensive ...most of the time the seals in the pump just get brittle with age.

Those pumps were always trouble makers . I worked at Delco in Rochester NY where they were made , just remove the retaining clip and pull the pump straight out , do not twist it. It pulls out kind of hard but they were installed by hand. The pump is a flex vain impeller style with no parts to replace . At Delco Rochester we made ALL of the electric motors in most GM vehicles so if I can help just ask.

Finally replaced the washer pump with one from Napa/Balkamp. Ran it 7-10 times trying to get it to prime. the pump did not prime and stopped working. now it does not work at all ???

the directions came with strict warnings about not running the pump without fluid, but also suggested 4-5 cycles to prime. This pump did not prime after several more than 5 cycles. are these pumps that fragile? I'll probably remove it and test with 12V from battery to see if it is totally dead.

im in the same boat with my 80 regal. wipers work fine but never ever get any fluid.
replaced the pump started smoking and never worked ahah. was wired proper and everything.

I'm stumped as well. 86t

Make sure the in tank hose & screen aren't crudded up. They tend to get sort of slimy inside after 20 years. Then its too much for the pump. You can prime the pump by taking that hose off tank & filling with a syringe.

Take a small rubber syringe about the size of the ear wax removal ones and prime the hoses from the cap out to the squirters.

Make sure the water or wiper/washer mix gets all the way to the nozzles.

Then quickly attach it to the primed downhose and cap and run the thing.

It should prime.

Check for any leaks once squirting that helps kill the prime if they are big enough.

Mine hasn't worked in yrs, after reading this I just may work on it tommorrow.
1st thing sounds like is to locate the clip, remove it and pull straight out.
No need to remove the wiper motor assemble? That linkage looks like it could be a pita.

i can't imagine getting to that clip and the pump without taking the cover (wiper motor assembly) out, which yes, is a PITA, because it's such a tight space
and you've got to take out upsidedown torx screws, and have to be careful not to drop any as chances are, it will get swallowed up by the car.

have a mirror on hand, magnet under assembly, and patience,
won't take you more than 15mins, but real nightmare location of the screws.

OP,
you might need to replace the electrical cover also if the pump is not working after being replaced.
go to nos 4 gn . com and search: Windshield wiper motor cover
that *should* get it going...

Secret Trick to get wiper motor & pump in-out.
There are 3 Torx screws holding the motor. The bottom one loosened 1 turn then slide the motor Upwards. Its not thru a hole but a U opening which you'll see when motor is out. Even the top right side (fender side) will slide in. Only real bolt that secures it is top left.
Then slide down, clock to the right & tighten down left side & snug the rest. Its not that bad to do at all.

With the various gremlins that had to be caught...i've become skilled at removing the wiper motor assembly. 1 x 13mm nut and 2 x 10mm nuts for the wiper blade arm. 3 x 10mm bolts for the motor assembly. pop the retainer clip and the pump slides out.

demonstrated that the replacement pump works by testing it with 12V, so reinstalled it. Primed the inlet hose with syringe. The washer fluid comes out of the nozzles, but very slowly and without enough pressure to hit the window. Funny looking if it were not so pathetic. The problem could be temperature - small bits of ice are appearing in the fluid reservoir. Probably need more methanol in the fluid mix to reduce the slush.

Took apart the original pump, and the electric motor still works once all of the corroded pump components are cleaned and lubed. It is very easy to take apart - simple construction. The pump paddle wheel was beyond repair/cleaning, but the rest of it still works. Of course, $17 replacement is easiest way to go; i was curious so took the old one to find out what killed it.

Do they still offer a lifetime warranty on those washer pumps? They used to!

Well I didn't see the U opening, that lower bolt was a real pita... I need to take it back out, since it didn't work. I'm going to get new vacuum hose and replace all the lines, verify the nozzles are clear too. And this time I will test it before installing it  I don't know if the pump is running or not, I did open up the wiper housing and put some fresh white grease in there though.
