Getting information from someones license plate?

I got ripped off by someone on another message board. No it wasn't a buick guy. Anyways, this fool was dumb enough to post pictures of his car online and leave his license plate in the picture. He is from California. Is there anyway I can get his address from his License plate?

No thanks i am not suffering from withdrawls yet, for you info if you look at our join date i have been playing on this board longer than you have, so welcome to the board noob, and yes it will be running next week and going back in the garage right after, I dont get enough time to drive it.

I dont know what my daily driver has to do with being hired for pay back, but good one ?? This guy got ripped off and its a personal matter, not a joking one.
