What cars have the "stay up" license plate frame?

Roger - The "stay up" plate frames were factory issue on our TR's...

However, the "stay down" plate frames can be found on 3rd gen Camaros, and a few other cars.

We use..

Impala SS license plate holders. They stay down and are cheap. The big bodied Impala's. They work great, are cheap and readily available.
