86 TR no-start ECM light flickers

I checked the ECM harness orange wire has 12V and the three grounds are good.
No codes.
Cranks but won't start.
Will cough and sputter with starting fluid but won't run.
Fuel pump is running.
Cranking compression sounds good and timing chain was recently replaced. Car ran fine after chain replacement.
BTW, i have a few different chips, subbing them in made no difference.
 
Check your crank bolt, pulley may be wobbling. Check crank and cam sensors too. Make sure the oil pressure connector is in place.

check engine light flickers with key in "on" position and while cranking.
light is constant dimly lit solid with a brighter flickering. (while key on and crank)
oil pressure connector looks good but shouldn't be a factor during crank since there's no oil pressure anyway.
pulley looks good.

I scoped the crank ref high B5 purple/white wire and got a square wave signal with 5V amplitude.

Cam signal is square wave but wire colors at ECM plug don't match the book.
