Rebuilt using billet wheel?

Can a turbo be rebuilt using an available size billet wheel (ie T63)for improvement in performance or does buying the "whole" turbo the only way to get the much desired billet wheels?

I am not sure if it is even possible, don't think so but I do know the center sections are totally different. It wouldnt' be cost efficent by any means.
